QRIS MDR 0% in Indonesia: Which Payments Are Free in 2026
Since 1 October 2026, no merchant in Indonesia pays MDR on QRIS payments up to IDR 100,000, whatever its size. Micro businesses keep a higher IDR 500,000 threshold; anything above is still charged.
Bank Indonesia announced the change on 17 August 2026, QRIS's seventh anniversary, and it took effect on 1 October. Until then only micro businesses (UMI) enjoyed a zero rate; everyone else paid 0.7% on these payments. The line is now drawn by payment amount, not by merchant size.
The first thing we would do is export September QRIS payments and count the share at or below IDR 100,000. That is the part of your volume that just got cheaper. If it is more than half, raise pricing with your provider now rather than waiting for the next quarterly review.
Which QRIS payments are fee-free since 1 October
| Merchant category | Payment amount | MDR |
|---|---|---|
| Micro (UMI) | up to IDR 500,000 | 0%, unchanged |
| Small, medium and large | up to IDR 100,000 | 0% (was 0.7%) |
| Government merchants, BLU/PSO, national donations | — | already covered |
Under BI rules the merchant pays the MDR and may not pass it on to the customer. A "QR payment surcharge" at checkout breaks the rules.
What you pay above IDR 100,000
BI only widened the zero-rate band. Its announcement does not mention a new rate for larger payments, so we would assume the rate in your acquirer or aggregator contract still applies and would not model QRIS as free across the board. Ask for your category's rate in writing.
If you accept QRIS through an aggregator or an offshore payment provider, their price usually bundles more than MDR: payouts, FX, fraud screening. BI regulates the MDR; whether your provider cuts its all-in price depends on your contract. If MDR is not a separate line in your pricing, now is a good time to ask for a breakdown.
Worked example: savings for a low-ticket store
This is an illustration, not a real client. A digital goods store classed as a small business (not UMI) takes 3,000 QRIS payments a month.
| Average ticket | MDR before 1 Oct | MDR after | Monthly saving |
|---|---|---|---|
| IDR 85,000 | 0.7% = IDR 595 per payment | 0 | IDR 1,785,000 |
| IDR 150,000 | 0.7% = IDR 1,050 per payment | per contract | 0 if the rate is unchanged |
At IDR 85,000 per order the store turns over IDR 255 million a month and its QRIS fees drop to zero. At IDR 150,000 nothing changes. The threshold applies to each payment, not the average ticket, so a real mix lands somewhere in between. Run your own split in the fee calculator: one bucket up to IDR 100,000, one above, and apply your rate only to the second.
Should you reprice products to IDR 99,000?
For items priced around IDR 100,000–120,000, it is worth considering: a IDR 99,000 price removes the fee and reads better to shoppers. For large baskets the effect is negligible. We would not split one order into several payments; it annoys customers and providers can easily read it as fee avoidance.
High-volume, low-ticket models gain most: game top-ups, subscriptions, delivery, ticketing. The audience is there: according to BI, as of June 2026 QRIS had 65.77 million users and 44.86 million merchants, with payment value up 89.52% year on year to IDR 600.69 trillion.
What to check with your provider in November
Pull your October statement. Payments up to IDR 100,000 should carry no MDR; if they do, ask for a refund of the difference. Then confirm your rate above the threshold and check whether other fee lines went up to make up for lost revenue.
